The Friedrich Naumann Foundation and the Arab Center for the Development of The Rule of Law and Integrity organized a meeting that was held on Friday 23 October 2009, at Gefinor Rotana Hamra, at which participated more than 30 representatives of lebanese civil society organizations (CSOs) from across the Middle East and North Africa, to deliberate the creation of a national coalition with a dual purpose.
This project aims to launch this alliance to enable the strengthening of the rule of law and democratic process through the drafting of model laws governing civil society (NGOs, political parties, professional unions) in conformity with international standards. This alliance has developed three codes that have been signed during the meeting and they include the Bases of Democratic Practice for political parties and movements as well as rules of conduct for NGOs and union organizations.
