| Discussion group on “Media and Electoral Spending: Promoting Transparency and Equal Opportunity" | | Within the framework of its project “Inclusive Democratic Participation: Enhancing Education, Engagement, and Oversight in the Electoral Process,” the Arab Center for the Development of the Rule of Law and Integrity (ACRLI) organized a roundtable discussion titled “Media, Electoral Advertising, and Campaign Financing in Lebanon.” The event was held at The Key Hotel in Badaro – Beirut and was attended by a number of journalists and editors specializing in electoral affairs.
The session opened with welcoming remarks, followed by a presentation from the Project Manager, Mrs. Roula Zayat, who outlined the project’s objectives and main activities. Dr. Issam Sleiman, the project’s Chief Technical Advisor and former President of the Constitutional Council, then presented an overview of the challenges related to media and electoral advertising in Lebanon, highlighting the obstacles hindering the effective implementation of relevant laws and regulations based on previous electoral experiences.
In addition, Mr. Joseph El-Kosseifi, Head of Editors Syndicate, delivered an intervention presenting the Syndicate’s perspective on the current state of media and electoral advertising. He emphasized the need for safeguards that enhance professionalism and ensure equal opportunities among candidates, linking institutional insights with practical recommendations.
The program concluded with an interactive discussion moderated by Zeina S. Al-Helou, who presented the findings of a specialized study on media, electoral advertising, and campaign financing. The presentation included an assessment of the extent to which media outlets, political parties, and candidates comply with the legal framework, in addition to highlighting key institutional and oversight challenges affecting transparency and the integrity of the electoral process.
The session witnessed active engagement from participants, including journalists and editors, who shared several recommendations aimed at strengthening the legal and regulatory framework and promoting a fairer and more transparent electoral media environment. | | | |
