Conference on "The Legal and Scientific Track of the Decentralization Project in Lebanon"
Conference on "The Legal and Scientific Track of the Decentralization Project in Lebanon" - on 26/10/2022 Pursuant to the cooperation agreement held between the Arab Center for the Rule of Law and Integrity (ACRLI), the Beirut and Tripoli Bar Associations and the Lebanese Association of Decentralization, a conference on "The Legal and Scientific Track of the Decentralization Project in Lebanon" was held at the premises of the Beirut Bar Association on 26/10/2022. The conference brought together a large group of deputies, lawyers, religious institution representatives, and prominent social and economic actors to present and discuss the agreement's vision, which is based on conducting field studies that collected the economic, social, cultural, and geographic data required for the drafting of legislative and procedural legal texts.
The first pillar of the conference was chaired by the Director of ACRLI, Dr. Wassim Harb; and it tackled legislative and statistical approaches presented by Me. Melhem Khalaf former President of the Bar Association and member of the Lebanese Parliament; Dr. Imad Al-Hout, member of the Lebanese Parliament, and Mr. Mohammad Shams Al-Din, Director of Information International. Those in attendance provided recommendations for developing a decentralization strategy that is compatible with the Lebanese environment.
Previous attempts made by deputies and concerned think tanks were also presented and discussed.
Three sessions were addressed by the first pillar. The first session provided an overview of the current legal concepts and principles, as well as geographical divisions. The second session focused on national data and land-use plans (agricultural, industrial, and tourism), while the third session presented decentralization projects and legislative proposals for Lebanon.
